Welcome to Morden Family Fun Day 2026, and a heartfelt thank you to everyone who has joined us. From our fantastic stallholders and catering teams to our talented performers, singers, dancers, and wrestlers in the arena—alongside our brilliant bar staff and, above all, our incredible volunteers—you are the heart of this event and the reason it continues to thrive.

‍ ‍1. Purpose of This Document

‍ These Site Rules set out the conditions under which all traders, contractors, concessionaires, attractions, and partners may operate at Morden Family Fun Day.

‍ They are designed to ensure the event operates safely, legally, and respectfully within a public park owned and managed by Merton Council, and in accordance with Safety Advisory Group (SAG), licensing, and park by‑laws.

‍ Compliance with these Site Rules is mandatory and a condition of participation.

‍ 2. Land Ownership, Authority & Enforcement

‍ Morden Park is owned and managed by the London Borough of Merton (“Merton Council”).

‍ Merton Council, as landowner, retains ultimate authority over the use of the site. All activities must comply with:

  • ‍ ‍Merton Council park by‑laws and conditions of use

  • ‍ ‍Event permissions, licences, and SAG requirements

  • ‍ ‍These Site Rules

‍ ‍✅ Merton Council Enforcement Officers will be in attendance throughout the event.

‍ ‍Enforcement Officers have the authority to:

  • ‍ ‍Monitor compliance with council regulations, licensing conditions, and park by‑laws

  • ‍ ‍Challenge unsafe, unauthorised, or non‑compliant activity

  • ‍ ‍Require immediate corrective action

  • ‍ ‍Instruct the Event Organiser to suspend or cease activities

  • ‍ ‍Failure to comply with instructions given by Merton Council Enforcement Officers, the Event Safety Manager, or Event Control may result in immediate enforcement action, including removal from the site.

3. Event Control & Management

‍ The Event Organiser retains operational control of the event.

‍ Instructions issued by:

  • Event Control

  • Event Safety Manager

  • Authorised Event Staff

  • Merton Council Representatives

‍ must be followed immediately.

‍ ‍4. Arrival, Build‑Up & Breakdown

‍ Arrival & Build‑Up

  • ‍ ‍Arrival and build‑up times will be issued in advance

  • Vehicles must follow steward instructions at all times

  • Engines must be switched off once unloading is complete

  • No unauthorised vehicle movement is permitted

‍ Breakdown

  • ‍ Early breakdown is strictly prohibited

  • No vehicles may enter the event area until the public has completely cleared the site and permission is given

  • Early dismantling or vehicle movement in public areas will be treated as a serious safety breach

5. Vehicle & Pedestrian Segregation

‍ As this event takes place in a live public park, strict segregation is required:

  • Vehicles must remain on designated access routes only

  • Pedestrian routes and emergency access routes must never be obstructed

  • Delivery and removal must be supervised where required

6. Documentation & Insurance

‍ All participants must have submitted all required documentation in advance, including (where applicable):

  • ‍ Public Liability Insurance (PLI)

  • Risk Assessments

  • Food safety documentation

  • Equipment certification (e.g. PIPA, ADIPS)

Trading or operating will not be permitted without prior approval.

‍7. Health & Safety Responsibilities

‍ All parties are responsible for ensuring their operations do not place themselves or others at risk.

This includes:

  • Following approved Risk Assessments

  • Securing structures against wind

  • Managing trip hazards and cables

  • Ceasing operations if conditions become unsafe

  • Unsafe practices will be stopped immediately.

‍ ‍8. Fire Safety

‍ Fire safety is critical:

  • Appropriate fire‑fighting equipment must be provided where required

  • Fire routes and exits must remain clear at all times

  • Gas installations must be compliant, secure, and safe

  • Naked flames are prohibited unless expressly authorised

9. Catering & Food Safety

‍All food vendors must:

  • ‍ Hold a minimum 3‑star Food Hygiene Rating

  • Operate in a hygienic manner at all times

  • Display allergen information clearly

  • Be fully inspection‑ready

‍ Environmental Health Officers and Merton Council representatives may inspect at any time.

‍ 10. Alcohol & Bar Operations - Licensed Bar area only

‍ Alcohol service must strictly comply with licensing conditions.

‍ Requirements include:

  • ‍ Challenge 25 enforcement

  • Named Personal Licence Holder present

  • Refusal logs in use

  • No service to intoxicated persons

‍ Breaches may result in immediate closure of the bar operation.

‍ 11. Inflatables, Attractions & Funfair Equipment

Operators must:

  • Hold valid certification and insurance

  • Operate within defined limits (including wind speed)

  • Maintain exclusion zones

  • Provide trained operators at all times

‍Operation must cease immediately if instructed by Event Control or Council Officers.

‍12. Noise, Music & Community Consideration

‍ Morden Family Fun Day is a family‑focused community event in a residential area.

  • ‍ Offensive or inappropriate material is prohibited

  • Noise levels must remain reasonable

  • Anti‑social behaviour will not be tolerated

1‍3. Environmental Protection

‍ Morden Park is a protected public asset.

  • ‍ No damage to grass, trees, or park infrastructure

  • Waste must be managed responsibly

  • Areas must be left clean and clear

‍ Damage to the park may result in costs being recharged.

14. Safeguarding & Welfare

  • Appropriate behaviour around children and vulnerable persons is mandatory

  • Lost child and welfare procedures must be followed

  • Concerns must be reported immediately to Event Control

15. Medical & Emergency Procedures

  • First Aid provision will be available on site

  • All incidents must be reported to Event Control

  • Emergency instructions must be followed immediately

‍ 16. Non‑Compliance & Enforcement

‍ Failure to comply with these Site Rules, Merton Council requirements, or instructions issued by authorised personnel may result in:

  • ‍ Suspension of trading or activity

  • Immediate removal from site

  • Exclusion from future events on Merton Council land

‍No refunds or compensation will be provided where enforcement action is taken.

‍17. Acceptance of Site Rules

‍Attendance, setup, or trading at Morden Family Fun Day confirms that you have read, understood, and agreed to comply with these Site Rules and with Merton Council authority.‍
